Abstract

This study highlights Surabaya as the second-largest metropolitan city in Indonesia after the
capital, Jakarta, characterized by rapid population growth and significant impacts of development
on land occupancy and fishing grounds along the city’s coastline. The challenges faced are not
limited to areas directly affected by the construction of the Teluk Lamong Port pier but also
involve local communities and coastal fishermen. The focus of this research is to explore the
perceptions and experiences of local residents and coastal fishermen in Tambak Osowilangun,
Surabaya, regarding the environmental impacts of the Teluk Lamong Port development, both
before and after its construction. This study employs a qualitative approach with an ethnographic
method, utilizing data collection techniques such as interviews, observations, and documentation.
The findings indicate that the distribution of PT Pelindo III’s Sustainable Business program at
Teluk Lamong Port still faces various internal and external challenges, such as tidal flooding that
threatens coastal settlements and the potential loss of living space for fishermen. The
implementation of Social Impact and Corporate Sustainability programs is considered
unsustainable, as it remains temporary and incidental. In striving for sustainable development,
this study emphasizes the importance of collaboration between local communities and the
company by integrating both ecocentric and anthropocentric approaches management
