ANALISIS PELAKSANAAN MANAJEMEN LOGISTIK BADAN PENANGGULANGAN BENCANA DAERAH KABUPATEN ACEH BESAR

Abstract

Disaster logistics management refers to the systematic regulation and coordination of logistical resources in disaster management operations, encompassing a series of interrelated processes, namely planning, procurement, warehousing, distribution, and disposal. Aceh Besar Regency is one of the disaster-prone areas in Aceh Province. One of the key responsibilities of the Regional Disaster Management Agency (Badan Penanggulangan Bencana Daerah/ BPBD) in this context is the provision of logistics and disaster response equipment for communities affected by disasters. These logistics and equipment are managed through an integrated disaster logistics management system. This study aims to examine the implementation of logistics management at the Regional Disaster Management Agency of Aceh Besar Regency and to identify the challenges encountered in its implementation. The research adopts a qualitative approach with a descriptive design. Data sources were selected using purposive sampling, involving the Head of the Prevention and Preparedness Division and staff from the Logistics Division of BPBD Aceh Besar Regency. The findings indicate that BPBD Aceh Besar Regency has implemented the core stages of disaster logistics management, including planning, procurement, warehousing, distribution, disposal, as well as reporting and evaluation. Logistics planning is conducted on an annual, risk-based basis and involves cross-sectoral coordination, while procurement relies on local government budgets and support from the central government. The warehousing and distribution systems have generally been managed in an orderly and well-documented manner; however, challenges remain with regard to stock availability, the timeliness of procurement processes, and geographical constraints that affect the distribution of aid. In addition, the dynamic nature of data on affected populations and field-level needs poses difficulties for reporting and logistics-related decision-making. The urgency of this study is heightened by the increasing frequency of hydrometeorological disasters in Aceh Besar in recent years, which demands a disaster logistics system that is more adaptive, accurate, and responsive. Inadequate logistics preparedness can delay emergency response, lead to the misallocation of aid, and potentially exacerbate the social and economic impacts experienced by affected communities. Therefore, an examination of logistics management practices at BPBD Aceh Besar Regency is essential as a basis for strengthening future disaster management policies. This study also opens avenues for further research, including the development of digital-based logistics information systems, evaluations of the effectiveness of inter-agency coordination, and analyses of the resilience of disaster relief supply chains at the local government level.
