Problems since the COVID-19 pandemic, public sector services have encountered extraordinary obstacles, so there must be innovations provided by the government to facilitate and accelerate the implementation of services to the community. In the era of the pandemic and the new normal, there are many city district governments that make the latest innovations to provide the best service for the community, including in Jakarta, Bandung, Semarang, Yogyakarta and Surabaya. These cities also received awards from the ministry with various awards from the innovation sector. The purpose of this study is to analyse a comparative study on the implementation of public service innovations in the new normal era. This research was conducted using qualitative methods and using research tools to process secondary data. The tool used in this study is Nvivo 12+, the data taken in this study is the processed result of data taken through online media in the five cities. Based on the results of the study, it can be concluded that many public service innovations have been formed in the five cities. As for how to measure innovation in the five cities using public service indicators, including providing solutions, compatibility, usefulness, sustainability, novelty, can be operated. From the results of data processing carried out, especially based on the indicators of public services used, the principle of providing solutions and benefits becomes the indicator with the highest assessment for each city. So, it can be concluded that the public services provided during the pandemic are very useful and on target. However, in practice, fiscal decentralization in BPHTB voting has not been done optimally. It thus appears from the results recap realization of Bandung where the local tax contribution to BPHTB still much to be expected.</em></p> <p><em>This study aims to identify and describe and explore issues relating to the effectiveness of fiscal decentralization, particularly the Customs Tax Acquisition of Land and Building in Bandung. The study, using a qualitative approach. The key informant consists of; The first, key informants consisting of officials at the Tax Office in Bandung; second, frontline staff that tax officers who serve directly the taxpayer; and the third is the taxpayer (tax payer) and Officer Deed Land (PPAT). The technique of collecting data through interviews, observation of the implementation of the activities of service providers in the tax office and documentation study.</em></p> <p><em>This study uses a theory promoted by the Fiscal Decentralization Delivery. The results showed that fiscal decentralization BPHTB tax collection in the city of Bandung has not been effective because it is not based to the principle of local autonomy, participation in a democratic, bottom-up planning, the generation of financial resources and balance the distribution of resources. Plagiarism is the act of copying or using someone else's work without revealing the identity of the owner. Plagiarism is an act that is strictly prohibited in academia. The perpetrators of plagiarism come from beginner writers to academics who actually understand the ethics of writing scientific papers. This research has mapped the challenges in writing scientific papers. This study uses qualitative methods with data collection techniques through interviews, document review and observation. The goal is to find a solution to prevent the development of plagiarism in the preparation of scientific papers. The factors driving the development of a culture of plagiarism are influenced by the availability of information via the internet which is very easy; strong pressure for academic publications and requirements for career paths; lack of confidence and writing skills among novice writers; limited time in compiling scientific papers; lack of understanding of the author regarding plagiarism. The existence of this inpaasing certainly has a great influence on roles and tasks that are different from the previous position at office. This research uses literature study method, a research approach that is carried out by reviewing existing literature, both from library studies and other scientific research. The results of this study will later show that career equality from administrative positions to functional positions affects the map of positions and performance in an organization. The face-to-face learning method soon is changed into the distance learning with the help of digital tools such as computer and internet. At the beginning, the compatible method was difficult to decide by the educational practitioners, particularly in Banda Aceh. However, the policy maker at higher education level especially at Syiah Kuala University has decided to use the mix method by implementing both classroom and online learning activity. In this study, the data were obtained through google form via social media such as WhatsApp. The participants who are in the 2<sup>nd</sup> and 4<sup>th</sup> semester were chosen in order to give their&nbsp; towards the new learning system. The results of this qualitative study indicated that most students (89.6%) agreed to the education policy. They (80%) also stated that they feel pleasure to learn with the mix methods in this semester. The research approach is used by collecting primary data directly from the object of research through the stages of interviews with informants and respondents related to the object of research which is an empirical juridical research. Empirical juridical research, also known as empirical legal research, is a law that reviews from the point of view of external elements, namely an event that occurs in reality that affects legal behavior individually and in society as well as in legal institutions.The conclusions and suggestions from the results of this study are, the Policy of the Aceh Manpower and Population Mobility Service in Aceh Province in accepting prospective workers to be given education and training for migrant workers for internships in Japan is not socialized, and information on the acceptance of prospective workers through banners -banners placed on the National Crossroads of the Regency/City of Aceh Province.
